Biography
Professor Dr. Dilshad Abdulrahman Yousif has served as the Dean of the College of Law and Political Science at Nawroz University since 2022. A specialist in criminal law, he holds a PhD in Public Law (Criminal Law), awarded in 2014. He began his academic career in 2009, initially holding the rank of Assistant Lecturer; he was promoted to Lecturer in 2014, Assistant Professor in 2019, and attained the rank of Professor in Criminal Law in 2025.
He has been a faculty member at the College of Law and Political Science at Nawroz University since 2013, teaching various courses within the Law Department, most notably: Criminology and Penology, Human Rights, Penal Code (General Part), Penal Code (Special Part), and Criminal Investigation Procedures. His research interests focus on criminal law, studies regarding crime and the offender, and public law.
He has contributed significantly to legal literature through several scholarly publications (books), including *Constraints on Attribution in Criminal Law* (2016), *The Principle of Proportionality in Criminal Law* (2016), *Appropriateness in Penal Policy* (2020), and *Criminalization and Penal Policy under the Philosophy of Proportionality* (2025), in addition to publishing over twenty research papers in peer-reviewed academic journals
