Biography
I am Assistant Professor Dr. Hersh Fazil Shakir. I obtained my Bachelor's degree from the University of Duhok during the academic year 2009–2010. In 2011, I traveled to India to pursue my Master's studies, which I completed in 2013 with a thesis entitled "The Role of Diplomatic Personnel in the Development of International Relations."
In 2014, I joined Nawroz University, College of Law and Political Science, as a lecturer. Throughout my academic career, I have taught courses in both the Department of Law and the Department of International Relations. Among the subjects I have taught are: International Organizations, Law of Enforcement, Public International Law, Legal History, Political Systems, International Human Rights Law, Diplomatic and Consular Law, and Legal Research Methodology.
In 2017, my academic rank was promoted from Assistant Lecturer to Lecturer, and in 2024, I was promoted from Lecturer to Assistant Professor.
From 2019 to 2022, I pursued and completed my Ph.D. degree at M.S. University, with a dissertation entitled "Early Warning in Public International Law."
At Nawroz University, I have held several administrative positions. I served as Assistant Head of Department from 2015 to 2019, Director of the Legal Clinic from 2018 to 2022, Chairman of the Student Disciplinary Committee from 2015 to 2019, and Head of the Department of Law from 2023 to 2025.
In addition to my academic career, I work as a legal consultant and advocate before the courts of the Kurdistan Region. I have published nearly ten scientific research papers and continue to be actively engaged in academic research and scholarly activities.
I have participated in numerous international symposiums and conferences. Among them, I was a participant in the symposium entitled "Legislative Elections in Iraq and the Kurdistan Region and Their Domestic and International Implications." Furthermore, I served as a supervising committee member and participant in the Third Conference of the College of Law and Political Science (2017) under the title:
"Contemporary International Terrorism: Causes, Consequences, and Mechanisms of Confrontation – The Experience of the Kurdistan Region and Iraq as a Model."
